Recommended Action
I move that Council approve contract amendment for General Services, Agreement No. AGR17-939-A2 with Tyler Technologies, Inc. in the Amount not to exceed $1,694,710, plus Applicable Gross Receipts Tax, for the Purpose of obtaining the electronic plan review software, DigEplan.
County Manager's Recommendation
The County Manager recommends that Council approve this Contract Amendment to include DigEplan as requested.
Body
Adding DigEplan to the current permitting software will enhance the permit review process by providing a centralized, platform for digitally reviewing and managing plan documents. The integration will streamline the review process, improve coordination among reviewing departments and applicants, and reduce reliance on paper-based workflows.
Key benefits include improved accessibility to permit plans and review comments, more efficient routing and collaboration among staff, clearer tracking of review status and revisions, and reduced administrative time associated with handling and distributing plan documents. The digital review process will also provide applicants with a more transparent and convenient permitting experience by allowing review comments and required corrections to be communicated electronically.
Incorporating DigEplan into the City’s permitting system will support a more efficient, consistent, and transparent permit review process while improving staff productivity and customer service.
Alternatives
Staff evaluated available options for digital plan review and determined that there are currently no identified alternatives that provide the required plan review functionality while integrating and collaborating directly with Tyler Enterprise Permitting & Licensing (EPL). While Bluebeam provides useful tools for viewing, marking up, and annotating plan documents, its functionality does not meet the needs for an integrated permit review workflow within Tyler EPL. In particular, the County desires functionality that supports coordinated plan review, routing, comments, revisions, and tracking as part of the overall permitting process. DigEplan provides these capabilities while working in conjunction with Tyler EPL, making it the identified solution that best addresses the operational and integration needs.
Fiscal and Staff Impact/Planned Item
Information Management included year one of annual maintenance for this amendment in the approved FY27 budget and Community Development included the one time implementation and training fees in their FY27 budget.
