Approval of Services Agreement No. AGR23-921 between Los Alamos County and Avail Technologies, Inc. in the Amount of $373,471.22, plus Applicable Gross Receipts Tax, for the term of four years, for the Purchase of Intelligent Transportation System (ITS) Components and Services
Recommended Motion
I move that Council Approval of Services Agreement No. AGR23-921 between Los Alamos County and Avail Technologies, Inc. in the Amount of $373,471.22, plus Applicable Gross Receipts Tax, for the term of four years, for the Purchase of Intelligent Transportation System (ITS) Components and Services.
County Manager's Recommendation
The County Manager recommends that Council approve the motion as presented.
Body
In 2013 the County purchased software application and related equipment from Intelligent Transportation System (ITS) which works to track, schedule, locate, monitor, and provide transit rider information for County transit services. The previous agreement has expired including software support and updates for both the software and equipment. The result of this expiration is Transit customers have difficulties tracking buses on the mobile app (MyStop) and lost efficiency with coordinating and scheduling Para-Transit service.
The Transit Manager has worked with the Chief Purchasing Officer, who has made the written determination that only Avail Technologies can provide the required software and equipment support services to continue to meet the county’s ongoing need for this transit related Intelligent Transportation System.
The term of this agreement is for four years, August 9, 2023 through August 8, 2027.
A summary of the ITS systems in this agreement is:
--Dispatcher Assistance- Provides information about bus location, condition, schedule and predicted issues.
--Supports Informed Scheduling- Collects passenger data to inform scheduling decisions, short term and long term future planning
--Manages in Real-Time- Immediate access for riders on up-to-date operations information on our website and mobile app (MyStop)
--Shared Information- Ability to review and share databases for all of Atomic City Transit and provide ability to provide proactive notifications about delays and changes in service
--ADA Compliance- Provides Integrated Voice Response (IVR) and data feed to make real-time information accessible to users with disabilities.
Atomic City Transit (ATC) continues to increase ridership by improving the rider’s experience; improve efficiencies on many levels, including the utilization of buses and personnel along with the collection of data for federal Transit Administration (FTA) reporting. These benefits also enhance the ability to coordinate with other transit agencies to provide a seamless system for riders, improve safety through better tracking of resources as well as improved communications with drivers and riders.

The amount of $373,471.22 is included in the Transit budget.
