Recommended Motion
I move that Council approve Task Order No. 1, Revision 3 of Services Agreement No. AGR23-52a with Bohannan Huston, Inc. for additional design services in the amount of $18,657.00 for a total revised Task Order amount of $398,552.00 plus applicable gross receipts tax for the NM4 Crossing and Multi-Use Trail Improvement and Pinon School Trail Connection Projects.

Body
In September 2021, Council approved Resolution 21-21 authorizing the County Engineer to apply for Federal Transportation Alternatives grant funding for the design and construction of the NM4 Crossing and Multi-use Trail Improvement Project. The project includes installing a Pedestrian Hybrid Beacon (HAWK Signal) at a mid-block crossing on NM4 about 600ft east of La Vista Drive and a new trail segment across the west side of Pinon Park to Pinon School property line where it would connect into an existing trail within the school property. See Attachment A, Project Map.
In May 2022, the County was notified by the New Mexico Department of Transportation (NMDOT) of the award of Federal Funding in the amount of $2,349,600 with a County match of $400,400 for a total amount of $2,750,000 for the design and construction of the project. Utilizing the On-call Engineering Services contract, Task Order No. 1 with Bohannan Huston Inc. was executed for design services for the project. As development of the project progressed, Revision 1 was executed to acquire additional drainage analysis required to further inform the design. Following completion of 2 public input meetings, Revision 2 was presented and approved by Council to add the design work for the Pinon School Trail Connection to provide a publicly accessible trail connection from Pinon Park to Grand Canyon Drive and access into the newly constructed Pinon School.
In March 2025, Council approved Resolution 25-05 authorizing the County Engineer to apply for Federal Transportation Alternatives grant funding for the construction of the Pinon School Trail Connection. On July 8, 2025, the County was notified of the award of Federal Transportation Alternatives Program (TAP) grant the amount of $598,080 with a County match of $101,920.00 for a total amount of $700,000.00. This grant is for the construction of the Pinon School Trail Connection.
Task Order Revision 3 allows the County’s consultant (Bohannan Houston Inc.) to separate the Pinon School Trail Connection design from the NM4 Crossing and Multi-Use Trail Improvement Project design plan set and develop standalone plan sets for each project to meet the requirements of the grant funding. While most of the design work for the Pinon School Trail has already been completed under the original NM4 project, Bohannan Houston Inc. will complete the additional scope necessary to bring the Pinon School Trail Connection Project into compliance with the NMDOT processes for federally funded projects as a stand-alone project. The consultant will prepare 90%, and final plan sets along with conducting design review meetings with NMDOT for the Pinon School Trail Connection Project. The design team will also prepare the certification package for the project in accordance with NMDOT requirements. This task order revision will ensure that the Pinon School Trail Connection Project meets all applicable requirements and proceeds independently through the design review and delivery process.
The intention is to complete the design review and certification processes for both the NM4 Crossing and Multi-use Trail Improvement and Pinon School Trail Connection Projects over the next 3 months and then advertise them for bids together to obtain a single contractor to complete the construction of both projects. It is anticipated that construction will start in early 2026 and be completed by the end of 2026.
Alternatives
Council could choose not to approve this Task Order Revision, which could result in the loss of the grand funds for the construction of the Pinon School Trail Connection.
