Title

Approval of Services Agreement No. AGR25-43 with Modern Entrepreneur LLC, dba. Firebrand Creative in the Amount of $615,900, plus applicable Gross Receipts Tax, for the Purpose of Performing Climate Action Marketing and Engagement Services for a Term of Seven Years

Recommended Action

I move that Council approve the Agreement AGR25-43 with Modern Entrepreneur LLC, dba Firebrand Creative in the Amount of $615,900 plus applicable gross receipts tax for the purpose of performing climate action marketing and engagement services.

County Manager's Recommendation

The County Manager recommends that Council approve this Services Agreement as requested.

Body

In November 2024, the Los Alamos County Council adopted the Climate Action Plan, which called for immediate steps such as CR1.2: investing in public climate education campaigns. This agreement also supports other outreach and education goals like promoting EV adoption, energy efficiency, and waste reduction.

 

On April 29, 2025, the County issued Request for Proposals (RFP) No. 25-43 for Climate Action Marketing and Engagement Services. Eleven proposals were received and carefully evaluated, with the Evaluation Committee selecting the top-scoring proposal. The Committee recommends entering into a seven-year agreement, not to exceed $615,900 (plus applicable gross receipts tax), with Modern Entrepreneur LLC, d.b.a. Firebrand Creative.

 

Working with community stakeholders, County Council, and staff, the Contractor will build and carry out campaigns that inspire residents to recycle more, save energy, conserve water, and choose cleaner transportation. They will use surveys and outreach to identify motivators and barriers, then create messages, events, social media, and classroom activities that make climate action simple and accessible. Each year, action plans will be updated, results will be tracked, and strategies adjusted to keep progress on course and ensure the community stays engaged.

Alternatives

Council could choose not to approve the agreement and provide alternative direction to the County Manager.

Fiscal and Staff Impact/Planned Item

Funds are budgeted and available for these services as part of the County approved FY2026 budget.
