Title

Incorporated County of Los Alamos Resolution No. 23-14. A Resolution Increasing Pick-Up for PERA Contributions Previously Established by Resolution No. 22-24, By Authorizing the Incorporated County of Los Alamos to Pick-Ip 5.12% for FY24, and 5.27% for FY25, of PERA Member Contributions for Members Covered Under Municipal Fire Plan 5.

Recommended Action

I move that Council adopt Incorporated County of Los Alamos Resolution No. 23-14, a Resolution increasing pick-up for PERA contributions previously established by Resolution No. 22-24, by Authorizing the Incorporated County of Los Alamos to pick-up 5.12% for FY24 and 5.27% for FY25, of PERA member contributions for members covered under Municipal Fire Plan 5

.County Manager's Recommendation

The County Manager recommends that Council adopt Incorporated County of Los Alamos Resolution No. 23-14.

Body

On November 15, 2022, the County approved Amendment No. 1 to the Collective Bargaining Agreement (CBA) with the Los Alamos Firefighters’ Association, IAFF Local #327 and Resolution 22-24. Both Amendment No. 1 and Resolution 22-24 commit to including an additional pick up for PERA contributions for the bargaining unit’s employees in the Municipal Fire Plan 5.

 

For FY24 and FY25, State law has increased both the employee and employer contribution portions.  In an effort to remain aligned with the negotiated language in the CBA, the County is required to pass this Resolution which provides for pick-ups in addition to those established in Resolution 22-24. The additional pick-up reflects 5.12 percent of employee contributions for FY24 and 5.27 percent for FY25. After the additional pickup, the employee contribution percentage will be 15.09 percent of the employees’ salary for FY24 and 15.44 percent of the employees’ salary for FY25. The employer contribution percentage will be 28.02 percent of the employees’ salary for FY24 and 28.67 percent of the employees’ salary for FY25.  Resolution 23-14 outlines this commitment in PERA contributions for PERA Municipal Fire Plan 5 members employed by Los Alamos County.

 

If this Resolution is adopted, the item will be sent to the PERA Board for final approval which should take place in June 2023.

Alternatives

The adoption of this resolution is necessary to accomplish the agreed upon pick-up for PERA Municipal Fire Plan 5 member contributions for Fiscal Years 24 and 25.

Fiscal and Staff Impact/Unplanned Item

Fiscal impact was accounted for in recent budget proposals. There will be minimal staff impact as changes necessary for this pickup have been accommodated into the financial system.
