Presentation and Possible Approval of Contract for General Services, Agreement No. AGR26-05 with Global Vista Technologies, Inc. dba Destination IQ, in the Amount Not to Exceed $1,483,100, plus Applicable Gross Receipts Tax, for the Purpose of Tourism Marketing Services for a Term of Three Years

Recommended Action

I move that Council approve Contract for General Services, Agreement No. AGR26-05 with Global Vista Technologies, Inc. dba Destination IQ, in the Amount Not to Exceed $1,483,100, plus Applicable Gross Receipts Tax, for the Purpose of Tourism Marketing Services.

County Manager's Recommendation

The County Manager recommends that Council approve this Contract for General Services as requested.

Body

On July 3, 2025, the County advertised a formal competitive solicitation for Tourism Marketing Services through Invitation for Bids No. RFP26-05. Fourteen (14) responses were received on August 5, 2025, and the evaluation committee recommended awarding the contract to Global Vista Technologies, Inc. dba Destination IQ. The County seeks to enter into an agreement for Tourism Marketing Services with Global Vista Technologies, Inc. dba Destination IQ, to replace an expiring contract and align future promotional strategies under a single, comprehensive contract. The selected contractor’s services will be governed by the terms negotiated with the County to ensure compliance with County standards and procurement policies. This agreement will replace the existing marketing services agreement that expires September 28, 2025, and provide new opportunities to expand outreach, enhance branding, and strengthen tourism promotion for Los Alamos County. The term of this proposed agreement is three (3) years. It should be noted the base fees of this contract are $413,100 ($137,700/year), with additional optional services of up to but not to exceed $1,070,000. As described in the agreement, some of the optional services include, but are not limited to organic social media, influencer management, grant writing and administration, newsletters, website refresh, and on-site staffing for events. For example, should an event like a multi-day bike race be held in Los Alamos, this would help fund additional advertising opportunities for the County. Adding these two amounts together is the total not to exceed contract agreement amount of $1,483,100.

Fiscal Impact

The agreement will be funded out of the Lodger's Tax Fund, with additional funding from the Economic Development fund if needed, as approved by Council in the FY26 Budget.
