Recommended Action
I move that the County Council approve the recommendation of the Planning & Zoning Commission in Case No. CPA-2025-0020 to amend the Comprehensive Plan Future Land Use Map changing two parcels located at 4401 Diamond Drive and 9999 Range Road by transferring approximately 18,735 square feet from “Open Space - Passive” to “Institutional, and adopt the Planning & Zoning Commission's Recommendation; I further move to authorize the Chair of the County Council to sign an order prepared by county staff that is consistent with this motion.

Body
The proposed Comprehensive Plan Future Land Use Map amendment would change properties legally identified as North Community 2, Parcels NC2 G and NC2 H, owned by Los Alamos County, located at 4401 Diamond Drive and 9999 Range Road, to increase the “INSTITUTIONAL” future land use designation to 100,234 square feet for Parcel NC2 G, and reduce the “OPEN SPACE - PASSIVE” future land use designation for Parcel NC2 H.
Los Alamos County Capital Improvements and Facilities (“Applicant”) submitted a Development Application (Case No. CPA-2025-0009) for this amendment. The Planning and Zoning Commission responsible for reviewing and recommending Comprehensive Plan Future Land Use Map amendments to the County Council held a public hearing on May 14, 2025, and the Planning and Zoning Commission (7-0) determined that the application satisfied all decision criteria under Section 16-75(a)(3) of the County Development Code and recommends that County Council approve the amendment.

Alternatives
Council could choose not to approve the amendment to the Comprehensive Plan Future Land Use Map.
