Recommended Action
I move that Council introduce Incorporated County of Los Alamos Ordinance No. 764; An Ordinance Adopting A Metropolitan Redevelopment Act Project For Public Support Of Pig and Fig Bakery and Café, LLP, Qualified To Conduct Business In The State Of New Mexico, and ask staff to assure that it is published as provided in the County Charter.

Body
The purpose of this item is to introduce Ordinance No. 764; An Ordinance Adopting a Metropolitan Redevelopment Act project for public support of Pig and Fig Bakery and Café.
An initial MRA application was submitted by Pig & Fig on July 1, 2026. Since receiving the application, County staff has worked collaboratively with the applicant to clarify the project scope, eligible redevelopment costs, proposed public financial participation, and performance commitments and to develop the proposed MRA Development Agreement.
The project is located at 11 Sherwood Blvd. in White Rock, within the White Rock Metropolitan Redevelopment Area. Pig & Fig proposes to renovate and activate an underutilized portion of its existing commercial space, allowing the business to expand the services it provides to the community and make more productive use of the existing property. The estimated construction cost of the proposed improvements is $106,000.
Pig & Fig is requesting $106,000 in County fiscal participation from the Economic Development Fund in the form of an MRA grant. The proposed public participation would support eligible redevelopment improvements identified in the Development Agreement and is intended to address conditions associated with the underutilized commercial space and facilitate its redevelopment for productive economic use.
The project supports broader White Rock redevelopment objectives by reinvesting in an existing commercial property, expanding commercial activity, supporting an established local business, and increasing the utilization of existing space within the White Rock Metropolitan Redevelopment Area. The project also contributes to efforts to strengthen White Rock as a commercial and community center by expanding locally available services and encouraging continued private-sector activity within an existing commercial area.
The redevelopment project is estimated to generate more than $360,000 in taxable construction activity. Following completion of the improvements, additional gross receipts tax revenue is anticipated from increased food and beverage sales during the three-year term of the Development Agreement. The project is also anticipated to create one (1) new full-time-equivalent (FTE) position.
In addition to the direct fiscal benefits, the proposed redevelopment would place currently underutilized commercial space into more productive use, support the continued operation and expansion of a local business, and contribute to the vitality of the White Rock commercial area.
The proposed Development Agreement establishes the terms of the County's participation and the performance obligations associated with the public investment.

Fiscal and Staff Impact/Planned Item
There is adequate fund balance within the Economic Development Fund for this MRA project. There will be no staff impact outside of contract management.
