I move that Council approve Task Order No.5, Revision 2 under Services Agreement No. AGR-22-21d with Lloyd and Associates in the Amount of $174,616.00 plus Applicable Gross Receipts Tax to Incorporate Specialized Technology, Furniture, Equipment, and Additional Sustainability Features in the Construction Documents for the Emergency Operations Center (EOC) at Fire Station 3.

Body
In early 2024, County Police, Fire and Public Works Departments in collaboration with Lloyd and Associates Architects (architect of record) completed the planning and conceptual design phase for an Emergency Operations Center (EOC). In December 2025, Council approved Revision 1 to Task Order 5 with Lloyd and Associates Architects to develop construction documents and provide the associated construction administration services.
The project team has actively discussed the integration of specialized technology, furniture, and equipment needed to deliver a turnkey EOC. The specialized technology consists of video-wall display panel, emergency communications equipment, audio visual package in conference rooms, and all ancillary data wire and terminations. These furniture, equipment, and specialized technology are critical to enhancing multi-agency coordination, maintaining public safety, and continuity of government during the response to emergencies.
After Emergency Management staff attended a Public Safety Facilities Planning seminar in March 2026 and follow-up conversations between the project team and specialized consultants, it was determined that it would be advantageous to the County to include the integration of specialized technology, furniture, and equipment in the development of the construction documents. This approach ensures a seamless integration of the furniture, equipment, and specialized technology with the building electrical and mechanical systems, during the design, bidding, and construction of the building. Moreover, this approach enables the budgeting for a turnkey EOC. Research conducted by Emergency Management Staff and Lloyd and Associates Architects, estimates the cost of specialized technology, furniture, and equipment at $1,625,400.00 plus applicable NMGRT and contingency.
Staff requested a cost proposal from Lloyd and Associates Architects to include the integration of specialized technology, equipment, and furniture in the scope of the construction documents development. This proposal includes the engagement and coordination of subconsultants specializing in technology, equipment, and furniture for emergency and public safety facilities. In addition, the proposal includes the services of a landscape architect, for the inclusion of photovoltaic panels, and electric vehicle charging stations. This measure maximizes the number of points available to the project to achieve the LEED Silver certification and provides for a landscape design consistent with the County’s Wildland Urban Interface Ordinance. Therefore, staff prepared Revision 2 to Task Order 5 with Lloyd and Associates Architects (Attachment A).
Alternatives
Council could choose not to approve Task Order No. 5 Revision 2. However, this would result in a set of construction documents that do not incorporate all the systems needed to deliver a turnkey EOC.
Fiscal and Staff Impact/Planned Item
Funds for the design and construction of the EOC are programmed in FY 2025 and 2026 in the Capital Improvements Fund (CP1014) for a total of $5,150,000. Further, the County was awarded a $750,000 grant in July 2026 from the State Capital Outlay Program to provide additional funding for the project. Finally, County staff is awaiting the results of a $2.5M Congressional Directed Spending Request entered in March 2026 to supplement the project budget and fund the furniture, equipment, and specialized technology for the EOC.
