Recommended Action

I move that Council approve the award of Bid IFB No. 25-55 with Los Alamos Landscaping & More, LLC for the Purpose of the 37th Street and Pinon Park Play Lot Renovation Project in the Amount of $2,113,221 and a 5% contingency in the amount of $105,661 for a total of $2,218,882, plus Applicable Gross Receipts Tax.

County Manager's Recommendation

The County Manager recommends that Council approve the motion as presented.

Body

The 37th Street and Piñon Park Play Lots (shown in attachments A and B) have been identified for renovation to enhance accessibility in compliance with the Americans with Disabilities Act (ADA) and to align with priorities outlined in the Community Services Department (CSD) Integrated Master Plan. These improvements will enhance safety, accessibility, and provide updated amenities for the community.

 

37th Street Play Lot:

                     Demolition: Removal of existing playground equipment, asphalt and concrete pavement, segmental and concrete retaining walls, boulder retaining wall, and fencing

                     Construction: Installation of new play equipment, irrigation systems, planting materials, drinking fountain, mulch, site furnishings, and decorative boulders

 

Piñon Park Play Lot:

                     Demolition: Removal of existing playground equipment, concrete pavement, retaining walls, curbing, boulder retaining wall, elevated walkway, and ADA ramps

                     Construction: Installation of new play equipment, mulch, site furnishings, and boulders

 

On April 28, 2025, the County issued a formal competitive solicitation for demolition and renovation services for both play lots through Invitation for Bid (IFB) No. 25-55. Two bids were received by the June 10, 2025 deadline; however, only one was deemed responsive and provided to the evaluation committee.

The committee recommends awarding the contract to Los Alamos Landscaping & More, LLC, the sole responsive bidder. Upon Council approval, a Notice of Award will be issued to the contractor on July 9, 2025.

 

Background: The project launched originally in August 2023 with a staff kickoff meeting with the consultant. In September 2023, the first public listening sessions were held for both playground sites which invited input from residents. Community Services Director Cory Styron also visited local elementary schools and Youth Activity Centers to gather feedback directly from youth. Using this early input, two preliminary design concepts were developed for each site. In spring 2024, the draft designs were shared through multiple public engagement opportunities including displays at both libraries, two in-person public meetings, and prominently placed design boards at the 37th Street and Piñon Park Playgrounds. These boards featured site design proposals and QR codes enabling ongoing community input through digital surveys. To ensure transparency and accessibility, all project materials and community discussions were made available on the County Project Page. Following a thorough review of the feedback received, the designs were refined and finalized to form the basis of the IFB25-55 project plan.

 

This project supports the County Council’s strategic objectives of Infrastructure Asset Management and Inclusion, Access, and Belonging. By renovating these community play spaces, the County is investing in inclusive recreational infrastructure that benefits residents of all ages and abilities.

Alternatives

Council could choose not to award this contract and provide direction on whether to re-solicit for services, amend the scope of the services, postpone the project, or cancel the project.

Fiscal and Staff Impact/Planned Item

Funds are budgeted and available for these services as part of the County approved FY2025 and FY2026 Budgets in the CSD Infrastructure- IMP and ADA Capital Project.
