Recommended Action

I move that Council approve Incorporated County of Los Alamos Resolution No. 25-12, a Resolution of the Incorporated County of Los Alamos Council Authorizing Application to the New Mexico Department of Transportation for Federal Transit Administration Section 5311 Rural  Area Transportation Program Funding for Federal Fiscal Year 2027 to Fund the Administrative, Operating and Capital Needs of Atomic City Transit in the Amount of $5,941,919.

County Manager’s Recommendation

The County Manager recommends that Council approve the Resolution as presented.

Body

Atomic City Transit seeks funding in the amount of $5,941,919 to support operations, administrative needs, and capital expenses. If awarded, this grant will allow Los Alamos County to provide the following public transportation services: 1) fixed route transit service in Los Alamos and White Rock; 2) ADA complementary paratransit service within Los Alamos County; 3) morning and evening demand response (Dial-a-Ride) service to the general public; 4) shuttle service from White Rock to Bandelier National Monument; and 5) special event transportation services within Los Alamos County. The proposed grant funding breakdown is shown below.

The Grant Analysis and Financial Matrix Form is included as Attachment A. Resolution No. 25-12, included as Attachment B, provides for the commitment of the Local Match in the amount of $2,418,164 to fund the Section 5311 transit program for Federal Fiscal Year 2027. The publication notice for Resolution No. 25-12 is shown in Attachment C.

 

The 5311 Grant Comparison Worksheet, Attachment E, illustrates the details and differences between last year's grant request for FFY 2026 to FFY 2027.

Fiscal and Staff Impact/Planned Item

The County has been utilizing Federal Transit Administration funds to provide administrative, operating and capital needs for Atomic City Transit since 2007. The funds are programmed by the NMDOT Transit and Rail Division based upon the submittal of an annual grant application. A portion of the administration, operating and capital is provided by the North Central Regional Transit District (NCRTD) as local share in this grant request.
