Award of Bid No. IFB18-19 in the Amount of $929,856 plus Applicable Gross Receipts Tax to American Environmental Group LTD, LLC for the Landfill Gas Collection and Control System Project; Establish a Project Budget in the Amount of $1,281,490.00; Approve Related Budget Revision 2018-11 in the Amount of $281,490; and approve Amendment No.1 to Agreement No. 16-060 with Stearns, Conrad and Schmidt Consulting for Engineering and Design Services increasing compensation in the amount of $83,550.00.

 

Recommended Motion

I move that Council Award Bid No. IFB18-19 in the Amount of $929,856 plus Applicable Gross Receipts Tax to American Environmental Group LTD, LLC  for the Landfill Gas Collection and Control System Project; Establish a Project Budget in the Amount of $1,281,490; Approve Related Budget Revision 2018-11 in the Amount of $281,490; and approve Amendment No.1 to Agreement No. 16-060 with Stearns, Conrad and Schmidt Consulting for Engineering and Design Services increasing compensation in the amount of $83,550.00.

The County Manager recommends that Council approve this motion as presented.

 

Body

On December 10, 2017, the County advertised a formal competitive solicitation for the Landfill Gas Collection and Control System Construction Project through Invitation to Bid No. IFB18-19. Two (2) responses were received on January 25, 2018 and the evaluation committee recommends awarding to the lowest bidder, American Environmental Group LTD, LLC. The additional costs related to the project includes items:

1) $25,000.00 for construction expenses to provide electrical from a new LANL transformer, and have the County Utilities department setup a meter to power the candlestick flare station.

 

2) $83,550.00 to SCS Engineers to provide Construction Quality Assurance (CQA) during construction.

 

3) 15% contingency for unanticipated changes or field conditions related to excavating in an old landfill.  

 

Project Scope:

The Base Bid scope of work consists of installation and construction of a Landfill Gas (LFG) Collection System construction within the Municipal Solid Waste (MSW) fill area, including but not limited to the following:

1.                     Abandon five (5) existing gas extraction probes and eight (8) passive gas vents by cutting the casing 4 feet below grade, capping the HDPE or PVC well casing, backfilling with 2 feet of bentonite, 2 feet of clean soil or final cover material, and repair of geosynthetic clay liner (GCL), if applicable. Excavation through GCL will be required at the passive gas vents to expose the well casing at a depth of 4 feet below existing grade.

2.                     Supply, drill and completion of fourteen (14) landfill gas (LFG) vertical extraction wells, including the repair of a GCL and evapotranspiration (ET) final cover system following completion.

3.                     Supply and installation of fifteen (15) wellheads, including fourteen (14) proposed vertical extraction wells and one (1) existing passive gas vents.

4.                     Supply, installation, and testing of a condensate management system, including fabrication and installation of six (6) condensate drip legs; installation of condensate drain lines and associated valves from proposed candlestick flare station; and repair of a GCL and evapotranspiration (ET) final cover system following completion.

5.                     Supply, installation, and testing of 6-inch diameter HDPE SDR 17 below-grade header and lateral piping and valves, including connection to vertical LFG extraction wells and MSW Fill Area candlestick flare station. Piping will be installed with a minimum of 2 feet of cover, and will require the repair of a GCL and evapotranspiration (ET) final cover system following completion.

6.                     Grading and structural fill placement for the MSW Fill Area candlestick flare station facility; placement of a 6-inch thick layer of aggregate base within the facility; and construction of a concrete slab foundation for the placement of candlestick flare station skid.

7.                     Supply and installation of a candlestick flare station, including electrical hook-up to Owner-supplied electrical service.

8.                     Abandonment and disposal of existing 4-inch PVC LFG piping and mulch covering pipe.

 

The Add Alternate scope of work consists of installation and construction of a Landfill Gas (LFG) Collection System within the Construction and Demolition (C&D) fill area, including but not limited to the following:

1.                     Supply, drill and completion of three (3) LFG vertical extraction wells, including the repair of a GCL final cover system following completion.

2.                     Supply and installation of five (5) wellheads, including three (3) proposed vertical extraction wells and two (2) existing passive gas vents.

3.                     Supply, installation, and testing of a condensate management system, including fabrication and installation of one (1) condensate drip leg; installation of condensate drain lines and associated valves from proposed C&D fill area blower and vent; and repair of a GCL final cover system following completion.

4.                     Supply, installation, and testing of 6-inch diameter HDPE SDR 17 below-grade header and lateral piping and valves, including connection to vertical LFG extraction wells and C&D Fill Area blowers. Piping will be installed with a minimum of two (2) feet of cover, and will require the repair of a GCL final cover system following completion.

5.                     Grading for the C&D Fill Area blower and vent facility; placement of a six (6)-inch thick layer of aggregate base within the facility; and construction of concrete slab foundations for the placement of enclosed blower structure and vent stack.

6.                     Supply and installation of a new blower, vent stack, and enclosed blower structure; and salvaging and reinstallation of an existing onsite blower.

 

In addition, Amendment No, 1 to Agreement No. 16-060 with Stearns, Conrad and Schmidt Consulting for Engineering and Design Services increasing compensation in the amount of $83,550.00 be approved to provide construction and quality assurance services during construction.

 

 

Upon Council approval, the Notice of Award will be sent to the contractor on February 28, 2018 and the term of this agreement will continue through August 22, 2018 unless completed sooner.

 

Alternatives

Council could choose to not approve the agreement and rebid the project. However, this is the second time the project was placed out to bid. The first time the project was bid there was only one bidder and it was $148,094 more expensive than the current low bidder.

 

Fiscal and Staff Impact/Planned Item 

1.                     Add Alternate for gas extraction near the LANL facility is deemed necessary due to safety concern.  Methane gas is currently registering above 100% of which is potentially a dangerous situation for employees in the LANL Facilities near the landfill should methane enter the building.

2.                     The following work by the SCS Engineers will benefit the Project during construction;

                     CQA technician will perform record and certifications surveys to verify pipe slope and cover prior to burial and thickness of final components during final cover repairs, respectively.

                     The SCS’ CQA technicians are experienced in the design, installation, operation and maintenance, and construction quality assurance of gas extraction systems. And as such their services will provide the County assurance that the construction plans and specifications are being adhered to.
