Recommended Motion
I move that Council approve Task Order No. 33 Revision No. 1 under Services Agreement No. AGR 22-18a with All Rite Construction Inc. in the amount of $3,640,246.52 plus Applicable Gross Receipts Tax for the Betty Ehart Senior Center HVAC Replacement and General Renovations Project, Establish a Revised Project Budget in the Amount of $9,120,000, and Approve Related Budget Revision 2027-25 and include Attachment C in the minutes of this meeting.

Body
The Betty Ehart Senior Center (BESC) is currently undergoing the replacement of the Heating Ventilation and Air Conditioning system (HVAC). Electrical service upgrades, lighting and ceiling finishes renovations are also part of the ongoing work.
This project was discussed and approved by County Council on June 30, 2026. At that time, the coordination effort between Los Alamos Retired and Senior Organization (LARSO) and County staff for the continuation of Senior Center services and programs was also discussed. In addition, staff discussed the plan for forthcoming general renovations which include replacement of doors, windows, partition wall, small kitchen appliances and appurtenances; various Americans with Disabilities Act ADA upgrades; updating building finishes such as flooring, plumbing fixtures and casework; elevator modernization and exterior access renovations.
This project is being partially funded by the Sustainability Enhancements line item in the CIP. The sustainability enhancements include the replacement of windows and doors in combination with the fully electric replacement HVAC system, will result in an improved climate control and energy efficiency of the building. These Sustainability Enhancements contribute to the County efforts to achieve carbon neutrality by 2050 as outlined in the Los Alamos Climate Action Plan and in furtherance of the County’s Sustainability Initiatives.
After completion of the construction documents in July 2026, All-Rite Construction Inc. provided a cost proposal for the general renovations. Staff determined that the proposal presented by All-Rite Construction Inc. provide all equipment, materials, and labor necessary to complete the project. Therefore, staff prepared Revision No. 1 to Task Order No. 33 under Services Agreement No. AGR 22-18a with All Rite Construction to perform the general renovations (Attachment A).
Staff and All-Rite Construction Inc. have planned for the completion of the HVAC replacement and general renovations in a single and continuous phase. The removal of the existing HVAC system and ceiling finishes are ongoing. Pre-construction activities and ordering of materials and equipment for the general renovations will begin immediately after Revision No. 1 is approved. The contractor has identified elevator components, doors and hardware, the partition wall, shades, and kitchen equipment as long-lead items. Similar with the terms of original task order, overall project completion of all renovations is scheduled for May 30, 2027.
Fiscal and Staff Impact/Planned Item
Funds in the amount of $190,000 and $2,800,000 for the Betty Ehart Senior Center HVAC Replacement were programmed in the Major Facilities Maintenance Fund in FY25 and FY26, respectively.
Funds for design and construction of renovations were also programmed in the Capital Improvements Project (CIP) Fund in the amount of $4,000,000 in FY2026 and subsequently revised to $5,000,000 to include a $1,000,000 grant the County received from the New Mexico Aging and Long-Term Services Department for renovations.
The project budget including construction, design, and other project expenses is detailed in Attachment B. No other staff or budget impacts are anticipated.
Additional funding in the amount of $1,130,000 is required to fully fund the project as detailed in Budget Revision 2027-25 (Attachment C). This additional funding is comprised of available CIP Fund Balance in the amount of $130,000 and through a transfer of $1,000,000 from Sustainability Enhancements via the CIP Fund. It is anticipated that bond funds will be utilized for project expenses which will be coordinated by the Chief Finance Officer.
