I move that Council approve the submission of a grant application to the New Mexico Department of Homeland Security and Emergency Management for the FY2025 Emergency Management Performance Grant (EMPG) in the amount of $525,391.46.

Body
The purpose of this grant application is to fund 50% of Emergency Management staff salaries on a reimbursement basis. The Emergency Management Performance Grant (EMPG), administered by FEMA through the Department of Homeland Security, provides critical funding to support local emergency management programs. This grant assists in building and sustaining core capabilities such as emergency planning, training, exercises, and public outreach, all aligned with national preparedness goals. Los Alamos County has successfully utilized EMPG funds in past years to strengthen coordination, enhance operational readiness, and maintain federally compliant emergency management standards. Staff is seeking Council approval to apply for FY 2025 EMPG funding to continue these efforts, support essential emergency management personnel, and ensure our jurisdiction remains prepared for a wide range of hazards and disasters
If the County’s grant application is successful, staff will return to Council for approval of the grant agreement and a budget revision.
Fiscal and Staff Impact/Planned Item
The total funding requested in the amount of $525,391.46 would consist of $262,195.73 (Federal Share), and $262,195.73 (County match) for three salaries. Funds for the local match are programmed in the FY 2026 Police Department budget.
Alternatives
Council could choose not to submit the grant application.
