Title

Approval of Amendment No. 3 to Services Agreement No. AGR19-47 with Bohannan Huston for Engineering Services for the White Rock Water Reclamation Facility in the Amount of $411,041.60

Recommended Action

I move that County Council Approve Amendment No. 3 to Services Agreement No. AGR19-47 with Bohannan Huston in the amount of $411,041.60, plus applicable gross receipts tax, for the purpose of Engineering Services for the White Rock Water Reclamation Facility.

Utilities Manager Recommendation 

The Utilities Manager recommends that Council approve the motion as presented.

Board, Commission or Committee Recommendation

The Board of Public Utilities approved this agreement at their regular meeting of August 16, 2023 and recommends that Council approve as presented.

Body

The White Rock Water Reclamation Facility has been under construction since March of 2022. The project was originally scheduled to be complete in 18 months, but due to supply chain delays caused by the COVID 19 pandemic, the project is approximately one year behind schedule. The electrical equipment has been most impacted by the pandemic and is the reason the project completion date is now August 2024. The main cut-off switch is the longest lead item driving the schedule.

 

The majority of the cost associated with this amendment is for construction inspection and engineering support for the prolonged construction schedule. This amendment is summarized below:

Alternatives

The conditions of the Clean Water State Revolving Loan require the design engineer to certify the project was constructed in compliance with the plans and specifications. For this reason, the construction inspection and quality control is provided by the project engineer. If the amendment is not approved, the construction inspection support on the project would end a few months prior to the project completion and an acceptable alternative inspection strategy would have to be developed for this period.

Fiscal and Staff Impact

All of the construction and design costs are funded by a $30 million Clean Water State Revolving Loan. Attachment A has a summary of the project spending to date for both the design and construction.
