Title

Approval of Task Order No. 3 to Services Agreement No. AGR23-54 with Delta Airport Consultants, Inc., in the Amount of $635,000, plus Applicable Gross Receipts Tax for the Design of the Taxiway F Relocation Project at Los Alamos Airport

Recommended Action

I move that Council approve Task Order No. 3 to the Services Agreement No. AGR23-54 with Delta Airport Consultants, Inc., in the amount of $635,000, plus applicable Gross Receipts Tax, for the design of the Taxiway F Relocation Project at Los Alamos Airport.

Body

Task Order No. 3 will provide professional design services for the Taxiway F Relocation Project at the Los Alamos County Airport (LAM).  A Preliminary Engineering Report for the project, funded by the FAA, is complete and the project proposes to reconstruct Taxiway F to meet current FAA standards and to facilitate future hangar development. This comprehensive project involves the relocation and construction of Taxiway F, the demolition of existing aircraft hangars, and significant reconfigurations of the access road and vehicular parking lot, along with the construction of new aircraft apron space and mitigation of Runway Safety Area deficiencies. A grant agreement in the amount of $685,000, a related item concurrently seeking Council ratification, will fund these professional services for the design and preparation of construction documents for the project and includes bidding services, subconsultant services for geotechnical investigation, environmental services, and subsurface utility engineering.

 

The relocation of the Taxiway F is one of the airport development strategies outlined in Los Alamos Airport Master Plan (LAAMP) adopted by County Council on May 10, 2013.  This improvement will facilitate Taxiway F access to the runaway threshold.  With the programmed construction of a new 8-Unit T-Hangar Building, another separate but related item concurrently seeking Council approval, will provide further progress with implementing the goals of the LAAMP to improve safety and increase airfield capacity on the west side of the Airport. Ultimately, Los Alamos Airport will be equipped to meet the projected aviation demands and recent changes in the Federal Aviation Administration (FAA) design standards.

 

The Task Order with Delta Airport Consultants, Inc. will provide design, construction and bidding documents to relocate Taxiway F at Los Alamos County Airport (LAM).  The scope of services also includes 1.) the demolition of 13 aircraft hangars to clear the project area, 2.) the relocation of the Airport access road (900' x 24') and associated parking lot, 3.) the addition of 40,000 SF of new apron pavement to serve relocated facilities, and 4.) preparation of reimbursement requests for grant funds. 

 

The Airport Manager is actively engaging FAA and NMDOT Aviation staff to program federal and state funding to fund the construction phase of the project.

Alternatives

Council may choose not to approve the task order which could lead to postponing or canceling the project and the potential loss of current and future grant funding for Airport improvements.

Fiscal and Staff Impact/Planned Item

An NMDOT Aviation grant agreement in the amount of $685,000, a related item concurrently seeking Council ratification, will fund this effort.  The total funding in the amount of $685,000 consists of $650,750 (Federal Share), $27,200 (State Share) and $7,050 (County match).  Funds for the local match are programmed in the FY 2026 Airport budget.
