Review of the Utilities Assistance Program (UAP)

As Utilities costs increase, the burden on lower income households becomes increasingly difficult to manage. The “Energy Assistance Program” was originally intended to provide heating assistance to low-income customers through the winter months. In 2015 the program was expanded to provide year around assistance to Senior Citizens (over 65), to add water to eligible services, and one-time assistance to households demonstrating unusual and unanticipated hardship. Accordingly, the program was renamed the “Utilities Assistance Program”. In 2019, further expansion of the program was approved to include year-round assistance to account holders qualified through the Social Security Administration as disabled or eligible for Supplemental Security Income (SSI). This change also expanded the assistance program to include sewer charges.
The purpose of the UAP is to provide assistance to qualified low-income residential customers of the Utility during the periods of October 1 through March 31, or year-round for citizens over age 65 or account holders qualified through the Social Security Administration for Supplemental Security Income (SSI), or one-time assistance to account holders who demonstrate need due to unforeseen and unusual circumstances. Funding is provided voluntarily from customers.
Assistance is limited by the amount of contributions. The Utility shall attempt to distribute assistance based on need. Assistance provided will be up to 30% of the customer’s average bill for consumption of water, gas, electric and sewer during the previous winter months of October through March, with a maximum of $138.00 assistance per month and a minimum of $17.00 assistance per month.
A single lump sum assistance credit may be applied to a qualified customer’s bill if they have a demonstrated need due to unforeseen circumstances (e.g., layoff, illness, major household repairs, etc.) and are in danger of their utility services being turned off for non-payment. A brief statement of income and anticipated expenses, a statement of need or hardship as to why available resources are not sufficient to pay the utilities bill , and details of other assistance resources sought or expended will be required. A single lump sum payment will generally only be granted once in a rolling twelve-month period and only after all other assistance programs have been pursued. The maximum amount will be $350.00. Each individual case will be judged on its own merit. Staff will make a recommendation for final approval by the Deputy Utilities Manager for Finance and Administration after review of the hardship documentation provided to ensure compliance with the requirements stated in this provision.
In April, the CommuniTREE in the Los Alamos County Municipal Building became a giving tree with leaves signifying contributions to the Utilities Assistance Program (UAP) run by the Los Alamos Department of Public Utilities (DPU). By the end of the month, the tree was fully green with leaves and donations totaled $4,000.
The tree is mounted on the wall of the ground floor across from the Customer Care Center (CCC). When patrons stopped by the CCC, they were invited to contribute to UAP, write their names on leaves, and hang those leaves on the tree. Sustaining monthly donations were recognized on paper light bulbs in the hallway by the tree. Throughout the month, the number of sustaining donors grew by six to more than 70 total. These utility customers contribute an amount of their choosing every month, which ranges from $1 to $200, through a line item on their utility bills. The six new sustaining donors are contributing an additional $2,820 per year!
