Title

Approval of Submission of 2028-2032 Capital Outlay Infrastructure Capital Improvement Plan (ICIP) for Senior Centers to the New Mexico Department of Finance and Administration (DFA), as Required by the New Mexico Aging and Long Term Services Department (ALTSD)

Recommended Action

I move that Council approve the submission of the 2028-2032 Capital Outlay Infrastructure Capital Improvement Plan (ICIP) for Senior Centers to the New Mexico Department of Finance and Administration (DFA).

.County Manager's Recommendation

The County Manager recommends that Council approve the request to submit 2026 Capital Outlay Infrastructure Capital Improvement Plan (ICIP) for Senior Centers to DFA.

Body

Each year, Los Alamos County can submit a local infrastructure capital improvement plan (ICIP) to the New Mexico Department ofFinance and Administration (DFA) to establish priorities for anticipated capital projects related to our Senior Centers. The deadline for submittal for 2028-2032 ICIP process for senior centers this year is July 1, 2026. Attachment A is the 2028-2032 ICIP submittal for both senior centers, and Attachment B is the required transmittal form. One of the main priorities for Los Alamos County is the White Rock Senior Center renovations and upgrades. The roof top heating and air conditioning units as well as the control panels are reaching the end of their recommended lifetime. This process is followed up by an additional funding request through the Aging and Long Term Services Department (ALTSD) in the following year. The ALTSD requires a separate ICIP be submitted solely for senior center-related projects. The projects listed in this ICIP are determined by the Facility Condition Assessment at each location. 

 

This agenda item, if approved, would allow the County to submit the ICIP to DFA by the deadline established.

Alternatives

If this Item is not approved, the ICIP item will not be accepted by DFA.
