Recommended Action
I move that Council approve agreement No. AGR 25-977 with Lumen Technologies Government Solutions, Inc. in the amount of $300,000.00, plus applicable gross receipts tax, to consolidate or replace current agreements for the purchase of internet and communications services referenced in Exhibits A, B, C, and D of the agreement.
County Manager's Recommendation
The County Manager recommends that Council approve this Contract for General Services as requested.
Body
The County seeks to enter into an agreement with Lumen Technologies Government Solutions, Inc. to consolidate existing agreements, replace old contracts that include additional charges, and address new technology requirements within a single contract. Lumen's services are governed by GSA contract #47QTCA20D0077, to which the County is not a direct party. The County has successfully negotiated terms and conditions with Lumen that meet the County’s standards and procurement policies. This agreement will replace and supersede all existing agreements and allows for numerous new services to enhance the County’s communications and virtual computing capabilities via private cloud-based solutions. The term of this proposed agreement is three (3) years. Each exhibit within the contract corresponds to distinct services, as detailed below:
Exhibit A - Dedicated Internet Access (DIA)
The DIA solution will continue to provide Los Alamos County with a level of Internet service that allows more diversity and functionality when considering cloud-based services and operations. This allows the County to make true business evaluations based upon a much larger menu of choices and possibilities.
Exhibit B - UNI and eLYNK
This service provides a private connection for Azure cloud, which is the County’s primary cloud service provider. Connection to Azure cloud will provide the County with the ability to employ virtual computing. Utilizing Azure Cloud storage rather than on-site is less expensive with no upside capacity limit. This also allows for other offsite backup and long-term data storage management at a cost-point lower than the current on-site backup system. This is beneficial as it provides Los Alamos County with a separate and completely private off-site Internet connection minimizing security risks, limiting IT management overhead and opening boundless computing upside.
Exhibit C - Voice Concurrent Call Plans (CCP)
The County utilizes CCP 1 for telephone voice service. This agreement continues that plan for a three-year term at a set monthly cost as outlined in the exhibit, plus additional costs for calling outside of the United States.
Exhibit D - Century Link Volume Plan
This plan provides a discounted rate for eligible services. County has the following eligible services: 89 Flat Business Lines (1FB) at a monthly cost of $23.99 each, 7 Century Link Choice Business at a monthly cost of $25.99 each, and 5 Century Link Business Add-A-Line at a monthly cost of $23.99 each.
Alternatives
The County can continue forward with no ability to upgrade to a cloud-based communications system or enhanced virtual computing.
Fiscal and Staff Impact/Planned Item
This agreement will result in a decrease in monthly costs to some eligible services and remove an existing contract that allows for additional charges based on higher usage periods.
