Recommended Action
I move that Council approve Contract for General Services, Agreement No. AGR24-77 with United Diagnostic Services, LLC Firefighter Cancer Screening Services, in the amount not to exceed $545,000.00 plus applicable gross receipts tax.

On May 4, 2024, Los Alamos Fire Department (LAFD) issued RFP#24-77 for a provider to perform Firefighter Cancer Screening Services for up to 181 Firefighters. As a result of the RFP process, the LAFD has selected United Diagnostic Services, LLC. as the preferred vendor for these services. Attachment A has the service agreement that is being considered. Cancer is a leading cause of death among firefighters, cancer screening is crucial in ensuring the health and safety of our firefighters. Firefighters are continuously exposed to various toxins and carcinogens. As a result of this occupational exposure, firefighters have higher rates of cancer and cancer death. Cancer screening is a crucial component of occupational health and safety, given the elevated cancer risks firefighters face due to their exposure to carcinogens. Early detection through screening can lead to better treatment outcomes, reduce mortality rates, and improve quality of life. The National Fire Protection Association (NFPA) 1582 provides medical requirements for firefighters, including recommendations for regular health screenings to detect cancer early.
This is just one of the many cancer reduction initiatives LAFD has taken to ensure the safety of our personnel.
Alternatives
The cost of treating advanced cancer is significantly higher than early-stage treatment. Delayed diagnosis can lead to more expensive medical interventions, which might increase the overall health care costs for the department, insurance providers, and individual firefighters.
Fiscal and Staff Impact/Planned Item
Funding in the amount of $182,204.00 has been procured through the Assistance to Firefighters Grant (AFG). Remaining costs will be absorbed by the Fire Department Budget or through the Fire Marshal Distribution Fund.
