Approval of 2018 Strategic Leadership Plan Update
Recommended Action
I move that Council approve the Los Alamos County updated 2018 Strategic Leadership Plan.

Body
At the January 23, 2018 Special Session, County Council discussed its approved 2017 Strategic Leadership Plan (SLP). The SLP is a major policy statement by Council and is intended to be indicative of the County’s overall efforts. With leadership assuming their roles in January, the Council typically reviews the plan to ensure the focus areas and goals were reflective of current needs in addition to discussing their priorities for the year.
Council, in this session, facilitated by Norma Valdez of Los Alamos Fire Department, reviewed the 20 year vision statement. No changes were made to the vision statement. Each Councilor then had an opportunity to assess the progress made towards all of the existing goals. Council agreed to retain the three Strategic Focus Areas and subareas as follows:
Economic Vitality-Economic Vitality and Financial Sustainability
Quality of Life-Education; Quality Cultural and Recreational Amenities; Environmental Stewardship; Mobility; and Housing
Quality Governance-Operational Excellence; Communication; and Intergovernmental Relations
The Council discussed if any of the goals should be removed or if any priority goals should be modified. After the discussion, the Priority Areas were determined with the addition of one goal in the “Quality of Life” focus area, the removal of two goals from the "priority" designation (yet retaining the goals), minor rewording of the goals under the “Operational Excellence” focus area and the addition of a new priority under "Quality Cultural and Recreational Amenities". These changes are illustrated in the redlined version of the 2018 draft SLP (see attachment A).
In addition, Council was unable to reach consensus on the wording for the existing “Economic Vitality” priority goal of “Revitalize and Eliminate blight in Los Alamos and White Rock.” It was decided to finalize this priority goal after the February 13, 2018 Council meeting discussion on Code enforcement, yet no decision regarding Code Enforcement was made at that meeting. In order to adopt the SLP, Council will need to consider how they would like to address this priority.
A clean version of the 2018 draft SLP is included below as Attachment B. The current 2017 Strategic Leadership Plan is also attached (Attachment C).
In the event Council approves the updated Strategic Leadership Plan, staff will begin to modify their Management Action Plans (MAPs). The MAPs are designed to provide organizational priorities and performance goals that will lead to the attainment of the five-year goals, and eventually, the long-term vision. The MAPs should also form the basis for creating future departmental operating budgets.
Alternatives
Council could choose to not approve the updated version and to instead keep the previously adopted Strategic Leadership Plan in place. A modified combination of the existing and updated plan could also be developed.
Fiscal and Staff Impact/Planned Item
Staff will identify fiscal and staff impacts as departments begin the development of their Management Action Plans.
