Title

Approval of Contract for General Services, Agreement No. AGR25-963 with Stryker Sales, LLC, in the Amount of $389,397.77 plus Applicable Gross Receipts Tax, for the Purchase of Six (6) LifePak Cardiac Monitors to Include Software and Maintenance for the term up to Seven (7) Years.

Recommended Action

I move that Council approve agreement no. AGR25-968 with Stryker Sales, LLC in the amount of $389.397.77, plus applicable Gross Receipts Tax, for the purpose of LifePak Cardiac Monitors to include software and maintenance for the term up to seven (7) years.

County Manager's Recommendation

The County Manager recommends that Council approve this Contract for General Services as requested.

Body

Los Alamos Fire Department (LAFD) seeks approval for the purchase of six (6) LifePak35 cardiac monitors to including associated software and maintenance. These devices are essential for delivering advanced life support and emergency medical services (EMS) to our community. LAFD previously implemented an annual replacement plan for its cardiac monitor fleet; however, replacement efforts fell behind in recent years due to supply chain issues and significant increase in equipment costs. As a result, the department's current fleet of eighteen (18) LifePak15 cardiac monitors is nearing or has reached the end of its serviceable life. Thirteen (13) units are now considered end-of-life and are unserviceable if any components fail. The remaining five (5) units will be reaching end of life by the end of this year. The proposed contract with Stryker Sales, LLC. is procured through Sourcewell cooperative purchasing.

 

To address the immediate need, LAFD would like to utilize Fire Marshal funds to purchase six new LifePak35 cardiac monitors. These units will replace the monitors on all frontline medic units, ensuring operational readiness and public safety. LAFD submitted an application in December of 2024 for the Assistance to Firefighters Grant (AFG) to fund the replacement of the remaining twelve (12) units. If awarded, these funds would allow the department to complete the fleet replacement. In the event that AFG funding is not awarded, LAFD will continue to explore opportunities for funding or replacement as budget allows. Once the entire fleet is replaced LAFD will resume its annual replacement cycle to maintain equipment reliability.

 

The LifePak35 was selected after evaluating available cardiac monitor models and conducting demonstrations. This model is the most current LifePak model and offers seamless integration as it aligns with the current LifePak15 model currently in use. Staff familiarity with LifePak equipment minimizes the need for extensive training, allowing the monitors to be deployed quickly and efficiently. These monitors are critical and essential tools in our emergency response operations, providing advanced capabilities to address cardiac emergencies effectively.

Alternatives

Continue with LifePak15 monitors until failure while awaiting determination of AFG Grant Funding.

Fiscal and Staff Impact/Planned Item

The cost for the purchase of six (6) LifePak35 cardiac monitors, including software and maintenance, will be funded through existing Fire Marshal funds. No additional impact at this time.
