Recommended Action

I move to approve Incorporated County of Los Alamos Resolution No. 24-16 to authorize the application to New Mexico Department of Transportation (NMDOT) for Federal Fiscal Year 2026 Section 5311 Public Rural Transportation program for an estimated total amount of $4,915,259 to fund the Administrative, Operating and Capital needs of Atomic City Transit; Committing the Local Match in the amount of $2,154,271 to fund the Section 5311 Transit Program for Federal Fiscal Year 2026.

County Manager’s Recommendation

The County Manager recommends that Council approve the Resolution as presented.

Body

The grant request is $4,915,259 for operations, administrative, and capital support of the Atomic City Transit.  If awarded, this grant will allow Los Alamos County to provide the following transportation services: 1) fixed route transit service in Los Alamos and White Rock; 2) ADA complementary paratransit service within Los Alamos County; 3) evening demand response (Dial-a-Ride) service to the general public; 4) shuttle service from White Rock to Bandelier National Monument; and 5) special event services within Los Alamos County.  The proposed grant funding is shown below.

Incorporated County of Los Alamos Resolution No. 24-16 (included as Attachment B) includes the committment of the Local Match in the amount of $2,154,271 to fund the Section 5311 transit program for Federal Fiscal Year 2026.  The publication notice is shown in Attachment C.

Fiscal and Staff Impact/Planned Item

The County has been utilizing Federal Transit Administration funds to provide administrative, operating and capital needs for Atomic City Transit since 2007. The funds are programmed by the NMDOT Transit and Rail Division based upon the submittal of an annual grant application. A portion of the administration, operating and capital is provided by North Central Regional Transit District (NCRTD) as local share in this grant request.
