Title

Incorporated County of Los Alamos Resolution No. 25-20; A Resolution Authorizing the County Council Chair or Los Alamos County Utilities Manager to Approve Submission of Completed Applications and Necessary Documents for 2026 Applications to the Water Trust Board for Funding Water System Projects

Recommended Action

I move that Council adopt Incorporated County of Los Alamos Resolution No. 25-20, a Resolution Authorizing the County Council Chair or Los Alamos County Utilities Manager to Approve Submission of Completed Applications and Necessary Documents for 2026 Applications to the Water Trust Board for Funding Water System Projects.

Utilities Manager's Recommendation

The Utilities Manager recommends that Council approve the motion as presented.

Board, Commission or Committee Recommendation

The BPU held a public hearing on August 20, 2025 and recommends that Council approve the Resolution as presented.

Body

The Department of Public Utilities (DPU) will be applying to the Water Trust Board (WTB) in the 2026 cycle for two water projects. This resolution is required to be submitted with the application. The first application will be for repainting Pajarito Water Tank 4A. The interior and exterior of this 4.5 million-gallon tank will be repainted. DPU is requesting $1,280,000 for this project. The second project is to replace approximately 4,800 feet of 16" water transmission line along Pajarito Road within DOE/LANL property. The existing concrete cylinder is experiencing multiple failures each year. DPU is requesting $1,360,000 for this project.

 

The applications are due September 11, 2025. If successful, the awards are typically a 60% grant and 40% low interest loan. DPU would be required to contribute a 20% match in funding. The 2026 legislature will award the funds, and the construction would take place in the summer of 2027.

Alternatives

If the resolution is not approved, DPU will not submit applications in the 2026 WTB cycle.
