Title

Approval of Services Agreement No. AGR 26-19 with Stearns, Conrad and Schmidt Consulting Engineers, Inc., dba SCS Field Services, in an Amount Not to Exceed $475,000.00 plus Applicable Gross Receipts Tax for Landfill Methane Monitoring and Maintenance Services for a 7-Year Term

Recommended Motion

I move that Council Services Agreement No. AGR 26-19 with Stearns, Conrad and Schmidt Consulting Engineers, Inc., dba SCS Field Services, in an amount not to exceed $475,000.00 plus applicable gross receipts tax for Landfill Methane Monitoring and Maintenance Services for a 7-year term.

County Manager's Recommendation

The County Manager recommends that Council approve the motion as presented.

Body

On July 24, 2025, the County advertised Landfill Methane Monitoring and Maintenance Services for the Los Alamos County Landfill through Request for Proposals No. 26-19. Two (2) responses were received on August 8, 2025, and the evaluation committee is recommending award to Stearns, Conrad and Schmidt Consulting Engineers, Inc., dba SCS Field Services. The agreement was reviewed and approved by the County Attorney’s Office.

Per the agreement SCS Field Services will provide monitoring, maintenance and repair services of the Methane Gas Collection and Control System located at the Los Alamos County Landfill which began operation on July 13, 2018.

 

The Contractor shall supply services to the County at the prices listed in the Compensation Rate Schedule included as Exhibits “A-1” and “A-2” of the agreement (Attachment A).  The Contractor shall supply all labor, materials, and equipment, including specialty rental equipment necessary to complete the work.  All work shall be in accordance with applicable local, state, or federal codes and standards.

 

The agreement is a Task Order-based contract with a term that will commence October 8, 2025, and shall continue through September 30, 2032, unless sooner terminated.

 

Task order signature approval is based on the associated compensation limits established in the Procurement Code.  If a Task Order exceeds $300,000, the task order will be taken to Council for approval.  Staff will be responsible for tracking the expenditure of all task orders to ensure that contract limits are not exceeded.

 

Compensation for task orders shall not exceed a combined total of $475,000.00 plus applicable gross receipts tax, unless modified by a duly authorized and executed contract amendment.

Alternatives

Council could choose to not approve the Agreement, and staff would then follow alternate procedures of the Procurement Code to seek Landfill Methane Monitoring and Maintenance Services. This alternative would delay the monitoring and maintenance of the methane gas collection system.

Fiscal and Staff Impact/Planned Item

Environmental Services has budgeted $65,000 annually for landfill post closure care to include electrical costs, operation, monitoring, and maintenance of the methane gas collection and control system for the Los Alamos County landfill.
