Title

Incorporated County of Los Alamos Ordinance No. 02-372 An Ordinance Adding Chapter 2, Article III, Division 3, Section 2-116 Granting Certain Elected Officials Eligibility to Participate in the County's Group Health Insurance Plans if the Elected Official Pays the County One Hundred Percent (100%) of the Premiums for the Medical, Dental, or Vision Benefits Coverage

Recommended Action

I move that Council adopt Incorporated County of Los Alamos Code Ordinance No. 02-372 An Ordinance Adding Chapter 2, ARTICLE III, Division 3, Section 2-116 Granting Certain Elected Officials Eligibility to Participate in the County's Group Health Insurance Plans if the Elected Official Pays the County One Hundred Percent (100%) of the Premiums for the Medical, Dental, or Vision Benefits Coverage; and ask staff to assure that it is published in summary form.

Body

Council considered Judge Perry Klare’s petition seeking immediate enrollment in the State of New Mexico’s Employee Benefits Plan as well as an increase in Judge Klare’s salary during his current term of office at the July 29, 2025, Regular Session. The following action was approved unanimously:

 

A motion was made by Councilor Ryti, seconded by Councilor Havemann, that Council direct the County Manager to return to Council with an ordinance as soon as possible adding County health insurance eligibility for elected officials not currently eligible with the elected official responsible for 100 percent of the premiums and return to Council for a discussion regarding all elected officials' compensation at the September 9, 2025, meeting.

 

Ordinance No. 02-372 (shown in Attachment B) was developed to grant certain elected officials eligibility to participate in the County's Group Health Insurance if the Elected Official pays the County 100% of the premiums for the benefit coverage. Attachment A is the publication notice for Ordinance 02-372.

Alternatives

Alternatively, the Council could choose not to adopt Code Ordinance No. 02-372 and retain the current eligibility for elected officials to receive health insurance benefits.

Fiscal and Staff Impact/Unplanned Item

There is a minimal fiscal and staff impact of adding elected officials to the County's Group Health Insurance Plans for administration only, and no fiscal impact since the elected officials would pay 100% of their premiums.
