Recommended Action

County Manager's Recommendation

The County Manager recommends that Council adopt this Ordinance.

Body

The purpose of this item is to adopt the new Pig and Fig project before the Council considers the formal introduction and public hearing of a Development Agreement ordinance. Owner Laura Crucet, from Pig and Fig Cafe, LLP ("Pig & Fig"), will attend to provide an overview of the project and answer questions.

An initial MRA application was submitted by Pig & Fig on July 1, 2026. Staff worked collaboratively with the developer team to clarify the project scope and public financial request and to develop the proposed MRA Development Agreement.

The proposed project will be located at 11 Sherwood Blvd. in White Rock, New Mexico. The project is a remodel of an underutilized portion of the existing space to expand the services available to the community. The estimated project construction cost is $106,000.

The requested County fiscal participation from the Economic Development Fund totals $106,000 in the form of an MRA grant.

The redevelopment project is estimated to generate more than $360,000 in taxable construction activity, with additional gross receipts tax revenue anticipated from food and beverage sales over the three-year term of the Development Agreement. Additionally, the project is anticipated to create one (1) new full-time-equivalent (FTE) job.

Fiscal and Staff Impact/Planned Item

There is adequate fund balance within the Economic Development Fund for this MRA project. There will be no staff impact outside of contract management.
