Approval of the Revised FY25 Salary Plan with New Job Descriptions Added and Positions Un-archived and Re-graded
Recommended Action
I move that Council approve the revised FY25 Salary Plan Job Class Order as summarized on Attachment A with the new, unarchived, and re-graded job descriptions.

The County Manager recommends that Council approve the revised FY25 Salary Plan Job Class Order as requested.
Body
The FY25 Salary Plan Job Class Order document outlines the County's job titles and salary grades, organized by Job Classes/Families, including the minimum, midpoint, and maximum salary for each grade, along with the Fair Labor Standard Act (FLSA) designation (Exempt (EX) or Non-Exempt (NE)) for each position (Attachment A).
The County Charter, County Code, and the Personnel Rules and Regulations establish the foundation for the job classification and compensation system. Any new job classes or the elimination of existing ones require Council approval.
One of the Strategic Goals of Council is Recruitment & Retention. To support this goal, staff are requesting Council approval of the revised FY25 Salary Plan Job Class Order to aid in the recruitment and retention of County employees. The proposed changes, requested by Department Heads to meet departmental and division needs, include the following:
Facilitators:
Working closely with Department Heads and designated representatives, Human Resource Manager Mary Tapia and Compensation Manager Sonya Ortiz collaborated to revise job descriptions and evaluate requested changes, ensuring alignment with the County's organizational structure and operational needs.
Additions:
(These additions do not create new FTEs but clarify duties and allow flexibility to meet the business needs within the County; they will not change the FTE count.)
Network Architect and Senior Network Architect to replace the Infrastructure Coordinator - to address increased demands and accurately reflect the duties required to meet operational needs.
IM Business Manager - added to support the growing and evolving needs of the Information Management department and the County.
Fire Program Specialist - three levels are added to allow for growth within the department and improve staff retention.
Grade Changes:
PD / Victim Assistant - Status and Grade change to correctly reflect increased demands and meet operational needs, including community outreach and training.
CSD / Assistant Parks Superintendent - Grade change to align the position with the duties required for operational needs.
Payroll & Admin Specialist - Grade change to address the growing demands of the position, contributing to departmental growth and staff retention.
Animal Control Supervisor - Grade change to reflect increased demands and accurately align the position with the duties of oversight and management in field operations.
Levels added to current positions:
Aquatic Maintenance Specialist - two additional levels to provide entry-level hiring opportunities and potential for internal growth. This position was included in the previous market study with no other changes requested.
Fire Technology Specialist - addition of Senior Fire Technology Specialist to support departmental growth and staff retention.
Payroll & Admin Specialist - addition of Senior Payroll & Admin Specialist to support growth and retention within the department.
Unarchive:
Public Service Aide Supervisor - job description was updated to reflect the duties being performed, with the new title of Animal Control Supervisor.

Fiscal and Staff Impact/Unplanned Item
There will be no fiscal impacts for CSD grade changes. The approximate overall fiscal impact for the Police Department is approximately $66,000; for the Fire Department the approximate overall fiscal impact is approximately $55,000; for the Administrative Services Department the approximate overall fiscal impact is approximately $77,000. The total of all changes is approximately $150,000, which includes salary and benefits. The current FY25 budget is adequate to accommodate these changes.
