Title

Possible Approval of the Submission of the 2026 Infrastructure Capital Improvement Plan (ICIP) to the New Mexico Department of Finance and Administration (DFA)

Recommended Action

I move that Council approve the submission of the 2026 ICIP to the New Mexico Department of Finance and Administration (DFA).

County Manager's Recommendation

The County Manager recommends that Council approve the request to submit the 2026 ICIP to the DFA.

Body

The Infrastructure Capital Improvement Plan (ICIP) List, required by the New Mexico Department of Finance and Administration for projects that could be considered for State funding, is prioritized for the Governor, Legislators, and the Federal Delegation to ascertain which County projects have support from County management and the Governing Body for Capital Outlay and other appropriation of funds.  The top 5 ICIP List is shown in Attachment A.  This list is the result of substantive input from all County departments.  The Council's State/Regional Working Group also reviewed the list and gave their feedback. This list was presented and discussed at the June 17, 2025 Council Work Session. 

 

The Top 5 priorities currently include:

1.                     Housing Infrastructure - Roadway and Utilities (affordable housing)

2.                     Emergency Operations Center (Fire Station 3 Addition)

3.                     Social Services Community Action Center

4.                     EA-4 Electric Power Line Replacement

5.                     White Rock Town Center & Longview Dr Improvements

It is anticipated that one or more of these items will be submitted to the Legislative Council Service (LCS) and to the Governor's Office in December 2025, however any item on the ICIP list may be put forward to the LCS at that time and will depend on discussions with legislators and other stakeholders.  The current priorities have been ranked as a result of consideration by County Council working group on Regional and State Issues and the County Administration.

 

The attached Los Alamos Transmittal Letter (Attachment B) is a necessary part of the submission to DFA.
