Recommended Action
I move that Council adopt Incorporated County of Los Alamos Ordinance No. 743; An Ordinance Authorizing Los Alamos County to Execute an Amendment to Existing Loan Subsidy Grant Agreement CWSRL EQ 135 for Additional Funding in the amount of $700,000 from the New Mexico Environment Department Clean Water State Revolving Loan Program for the Bayo Non-Potable Booster Rehabilitation Project; I further move that, upon passage, the Ordinance be published in summary form.
Utilities Manager's Recommendation
The Utilities Manager recommends that Council adopt Incorporated County of Los Alamos Ordinance No. 743.
Board, Commission or Committee Recommendation
The Board of Public Utilities affirmed Incorporated County of Los Alamos Ordinance No. 743 at their work session on May 7, 2025 and recommends that Council adopt Incorporated County of Los Alamos Ordinance No. 743.
Body
The Bayo Booster Station, located adjacent to the composting facility, pumps treated effluent from the Los Alamos Wastewater Treatment Plant up to a tank near the Los Alamos Middle School. Bids were received and were above the approved budget for the project. The overrun will be funded by increasing the existing Clean Water State Revolving Loan CWSRl EQ 135 by an amount of $700,000. This additional funding will be in the form of a loan with a 20 year term at 0.01% interest. Ordinance No. 743 authorizes the execution of the amendment to the existing loan/subsidary agreement to secure the $700,000.
Alternatives
If Council does not approve the ordinance the project will be deferred until funding can be secured.
Fiscal and Staff Impact/Planned Item
The project has been budgeted through Water Production in FY 2025 in the amount of $1,000,000.00. The project is funded by a Clean Water State Revolving Loan Grant Subsidy Agreement CWSRL EQ 135 in which $200,000 is a grant and $800,000 is a low interest loan. Bids came in higher than the available budget and the additional $700,000 will come from increasing CWSRL EQ 135 by $700,000 for a total loan grant subsidy amount of $1,700,000. The additional $700,000 will be all in the form of a loan.
