Title

Approval of Services Agreement No. AGR25-35 with Los Alamos Historical Society in an Amount Not to Exceed $2,413,675.00 for the Services of Historical Education and Operation of History Museum and Archives for the Term of Seven (7) Years

Recommended Action

I move that Council approve Services Agreement AGR25-35 with Los Alamos Historical Society in an amount not to exceed $2,413,675.00 for the services of historical education and operation of History Museum and Archives.

County Manager's Recommendation

The County Manager recommends that Council approve this Agreement as requested.

Body

Los Alamos County owns the History Museum and houses historical archives in the Municipal Building. Through a general services agreement, the County contracts out the operation and management of these facilities and the provision of history education.  The current agreement is set to expire on June 30, 2025 so staff initiated a procurement process to ensure the continuation of these services.  A Request for Proposals (RFP) was advertised for these services on December 30, 2024 and closed on January 23, 2025.  The response from the Los Alamos Historical Society was responsive and was determined in writing by the evaluation committee to be the most advantageous to the County, taking into consideration the evaluation factors set forth in the RFP. It should be noted that the Los Alamos Historical Society is currently under service agreement with the County to provide these services.

 

The resulting services agreement, AGR25-35, is shown in Attachment A.  The Agreement has been reviewed and approved to form by the County Attorney's Office. This agreement is being presented for Council consideration tonight.  The highlights of this agreement are:

--FY26 Compensation = $315,000 with annual increase of 3% in following years

--Maintenance of displays and exhibits in History Museum and Fuller Lodge

--Staffing and operation of History Museum and Historical Archives

--History education programs

 

The total contract amount covers seven (7) years of service.

 

During the April hearings for the FY26 Budget, the County Council approved $793,057 for increases to cultural contracts. This contract is one of six increased contracts that comprised that total.

Fiscal and Staff Impact/Planned Item

The County provides both direct and indirect support for this contract. Indirect support includes use of the premises (including museum, space in Fuller Lodge, and archive space in the Municipal Building), utilities, maintenance and custodial services. The indirect support for this contract is expected to be $306,000 annually.  The FY26 Community Services Department Budget includes monies for these services at the approved funding level. Staff in the Community Services Department will monitor this contract through the use of quarterly reports submitted by the agency.
