Recommended Motion
I move that Council award Bid No. 24-10 in the amount of $3,091,809.00 plus applicable gross receipts tax to TLC Plumbing & Utility for construction of Rose Street Improvements Project and establish a project budget in the amount of $4,043,458.00 for roadway and utility work summarized in the attachment and the attachment be made part of the minutes of the meeting.
Board, Commission or Committee Recommendation
The Utilities portion of the bid was approved by the Board of Public Utilities on October 18, 2023 and recommends forwarding the project to Council for approval. A copy of the Board’s agenda documentation is attached for reference (Attachment A)

Body
On August 24, 2023, the County advertised a formal competitive solicitation for project construction through Invitation to Bid No. 24-10. Two (2) responses were received on September 19, 2023, and the evaluation committee is recommending award to the bid provided by TLC Plumbing & Utility. The other bid was non responsive.
Roadway work will include full reconstruction including drainage and ADA safety improvements of Rose Street between Central Avenue and Peach Street. The scope of work includes removal of existing asphalt surface and base course and replacement with new base course with geogrid and new 4-inch asphalt surface, curb and gutter, drainage inlets, sidewalk, ADA ramps with detectable warning surfaces, drive pads, utility valve adjustments, and sewer manhole cover adjustments, and striping. (Roadway Reconstruction: Approx 1,950 feet in length and varies between 21 feet to 42 feet wide)
Utility work will include installation of the main gas line and gas services, installation of transmission and distribution waterlines, new gate valves and water service lines, and additional new fire hydrants.
Future community broadband will be able to be considered with this project in the form of installation of a 4” conduit throughout the length of Rose Street with pull boxes for future use by the County. This was part of an Additive Alternate to the Bid and is recommended for award.
During construction, the contractor will utilize two staging areas, Area “A” is the parking lot for the Canyon Rim and Pueblo Canyon Trail Loop and Area “B” is the Betty Ehart Senior Center Overflow Parking Lot. Staging area “B” is limited to material storage for the water and gas lines.
A public meeting was held on May 4, 2023, in conjunction with the regular Transportation Board meeting to obtain input on the design. This meeting was well attended by the public and several comments were received and considered before this project was advertised for bid.
Upon Council approval, the Notice of Award will be sent to the contractor on November 15, 2023 and work will begin on or before November 21,2023. The contract includes a substantial completion date of August 30, 2024 a final completion date of September 30, 2024 and liquidated damages for late completion.
Upon receipt of a schedule from the contractor and subsequent approval by the County, the schedule and traffic impacts will be shared with the public through weekly construction updates to general media and posted on the project website. Traffic impacts will be minimized to the greatest extent possible during construction with the county providing a thorough review of traffic control plans prior to issuance of construction permits. Staff will also monitor all traffic control installations on a daily basis to ensure proper installations. Staff will work closely with the contractor, the schools, and area residents regarding changes and maintenance of traffic access including any special needs, refuse pick up, mail delivery, and water shutoff periods.
Alternatives
Council could choose to not approve the agreement and postpone or cancel the project.
Fiscal and Staff Impact/Planned Item
The FY2024 adopted budget includes $2,600,000 for the roadway portion of the project through the County’s Capital Improvement Program (CIP).
