Recommended Action
I move that Council approve the award of Bid No. IFB 26-26 for the purpose of the Piedra Loop Underground Replacement Project with Bixby Electric in the amount of $985,731.20, a 20% contingency in the amount of $197,146.24, for a total of $1,182,877.44, plus applicable Gross Receipts Tax.

The Utilities Manager recommends that Council approve the motion as presented.

The Board of Public Utilities reviewed this request at their regular meeting on April 15, 2026 and recommends that Council approve the motion as presented.
Body
Bids were solicited for replacement of approximately one mile of direct buried underground primary cable along Piedra Loop. This project will extend the cable to connect it to the next phase of the cable replacement project and complete a loop feed from two directions. Five bids were received at the bid opening on April 2 with the lowest qualified bid being from Bixby Electric.
Alternatives
Not awarding the bid. However, DPU has had reliability issues in this neighborhood. Not replacing the primary electric circuit will increase the risk of a lengthy cable outage in the area.
Fiscal and Staff Impact/Planned Item
FY 2026 Budget has $550,000 for Piedra Loop and the balance of capital funds will be redirected from FY 2025 La Senda and Valle del Sol project in the amount of $718,000. No planned staff impact to implement this project, however, Electric Distribution still has two engineering/project manager vacancies to fill.
