Presentation of the Final Fleet Conversion Plan and Community-Wide EV Charging Plan

At the February 19, 2026 Environmental Sustainability Board meeting, the Board passed a motion supporting both the Fleet Conversion Plan and the Community-Wide EV Charging Plan and recommended forwarding the plans to County Council for consideration.

Body

Led by Stantec in partnership with County staff, the Fleet Conversion Plan and Community-Wide EV Charging Plan project began in March 2025 and included engagement with County departments, leadership, advisory boards, and the public. Draft plans were shared for review, and feedback from County staff, the Environmental Sustainability Board, the Board of Public Utilities, County Council, and community members was incorporated into the final documents. The planning process included a public visioning session, a community survey with more than 500 responses, and a public comment period to ensure recommendations reflect local priorities and concerns.

The Fleet Conversion Plan provides a long-term roadmap to transition the County’s fleet from internal combustion engine vehicles to electric vehicles in alignment with operational needs and lifecycle replacement schedules. The plan evaluates vehicle usage, duty cycles, replacement timing, and total cost of ownership to identify where electrification is feasible and cost-effective. Implementation is intended to be phased and flexible, allowing the County to align fleet replacement with budget cycles, operational requirements, and advancements in vehicle technology. While the plan identifies pathways to reduce greenhouse gas emissions and fuel costs over time, achieving accelerated conversion targets may require additional funding beyond current allocations and should be evaluated alongside fiscal priorities.
