Discussion and Possible Action on 2024 New Mexico Counties Legislative Priorities Support
Recommended Action
I move that Council approve support for the 2024 New Mexico Counties Legislative Priorities and authorize the Council Chair to sign a letter to New Mexico Counties indicating this support.
County Manager's Recommendation
The County Manager recommends that Council approve the NM Counties 2024 Legislative Priorities as requested.
Body
New Mexico Counties (NMC or NM Counties) is the association of all 33 New Mexico Counties. The organization provides education, training, and advocacy for Counties, Elected County Officials and County Staff. Every year, the NMC membership votes on legislative priorities that will be pursued by NMC staff to be passed by the New Mexico legislature. This year, the NMC has requested its member counties provide official support of its legislative priorities for 2024 through an official action by Commissions and Councils. Los Alamos County Council regularly includes NMC legislative priorities as items it supports for legislative sessions. By voting individually on these priorities, NMC believes the strength of its member support will show legislators a higher level of need for legislation in support of these issues in 2024. A positive vote would be followed by a letter to NMC with the record of this LAC Council vote.
The 2024 NMC Legislative Priorities are:

1) HB2 Appropriations
-Detention Reimbursement Fund
-Detention Recruitment and Retention
-Prisoner Transport and Extradition
-RISE Funding
-Emergency Medical Services
-Courthouse Funding
-State Health Benefits Plan
2) Elected Official Salary Increase
3) Firefighter Recruitment and Retention

Alternatives
The Council could choose to include the 2024 NMC Legislative Priorities in its regular vote on LAC state priorities for the upcoming legislative session.
