Department of Public Utilities Quarterly Report for Fiscal Year 2026 - Quarter 3

The Board requested that the quarterly report be presented each quarter that shows the status of the utility and provides project updates. Compiled by Public Relations Manager Abbey Hayward, this report is for the third quarter of FY2026, covering the months of January, February and March.
Highlights from the report:
Page 3 - Utilities Manager's Report: Philo Shelton discusses an overview of the rate process, the need for rate increases and the importance of supporting UAP to reflect rate changes.
Page 12 - Safety Employee of the Quarter: DPU recognized GWS Apprentice Michael Salazar with this honor.
Page 16 - Electric Reliability: DPU's SAIDI continues to recover closer to the 60 minutes goal.
Page 17 - We are seeing a slight slowing of residential solar with a total of 3.1 MW of distributed generation in Quarter 3.
Page 22 - The draft elbow tube installation can be viewed in photo. It took a lot of inching and wiggling to get into place.
Page 23 - Clay Moseley, Deputy Utility Manager - GWS Services discusses progress with various booster station projects and the belt press replacement at the LA WWTP.
Page 28 - Reclaimed water use was fairly slow for Q3, but stormwater (from the Reservoir) was much higher than Q2.
Page 31 - James Martinez provided his first summary of current project work as Deputy Utility Manager - Engineering.
Page 46 - A performance report from the Rep'd (Ask the County chatbot on the website) tool shows that the tool has saved an estimated 305 hours of staff time since its inception and received over 1000 queries in Q3 alone.
