Title

Award of Bid No. IFB 25-16 for the Purpose of the NM State Road 4 16" Water Transmission Line Replacement Project. 

Recommended Action

I move that the Board of Public Utilities recommend the Award of Bid No. IFB 25-16 for the Purpose of the NM State Road 4 16" Water Transmission Line Replacement Project with Wagner Construction, Inc. in the Amount of $5,418,807.00 and a contingency in the amount of $665,000.00, for a total of $6,083,807, plus Applicable Gross Receipts Tax and forward to Council for approval.

IFB25-19 NM State Rd 4 16” Transmission Line & Fiber Optic project was advertised for bidding on August 7, 2024. Three bids were received by the closing date on September 17, 2024, one bidder was deemed non-responsive, leaving two responsive bids for review. Upon evaluation the apparent low bidder is Wagner Construction of Greenwood Village, CO.

This project will install approximately 3.5 miles of 16” ductile iron water transmission pipeline to replace a deteriorating 16” concrete cylinder pipeline along NM State Road 4, from NM 502 to about 500’ west of Rover Boulevard in White Rock, NM. This project will also install a fiber optic conduit and pull boxes for a future fiber optic line which will be paid for by the Pueblo de San Ildefonso.  The contractor will install two HDPE conduits within the same trench as the water transmission line and will have a minimum of one foot separation horizontally and vertically.  All materials for the fiber optic installation will be provided by Pueblo de San Ildefonso.  The costs for labor, bedding, backfill, and gravel will be paid to the contractor by Pueblo de San Ildefonso in advance of placement of these conduits and pull boxes.
