Review & Possible Approval of the Water & Energy Conservation Plan
Recommended Action
I move that the Board of Public Utilities accept the 2025 update to the Water and Energy Conservation Plan.
Utilities Manager's Recommendation
The Utilities Manager recommends that the Board approve the Water & Energy Conservation Plan as presented.
Body
The Water and Energy Conservation Plan was last approved by the BPU in 2022 and is due for a biennial update. This update was slightly delayed because Council approved the Climate Action plan in November 2024.
The 2025 update consists of updates to:
- staff changes
- several graphs within outdated time periods: population, climate/weather, water rights, electric generation resources
- water, electric, and gas consumption graphs to represent the 2020-2024 period instead of 2016-2021
- water-related sections with current GPCD and AWWA calculators to maintain compliance for Water Trust Board and Office of the State Engineer (OSE)
- "Part II: Water and Energy Conservation Program"
- individual project status in terms of completion
- alignment with Climate Action Plan initiatives
- Appendices (Appendices are not included in the attached document but are available online.)
This Water and Energy Conservation Plan is for the 2022-2027 time period. The next major update will commence in 2026 for the 2027-2032 time period. The next update will include in-depth public engagement and full incorporation of Climate Action Plan initiatives to develop objectives and projects to best satisfy the BPU's strategic goals and objectives.
Alternatives
If this update is not approved, the OSE has a currently accepted Water and Energy Conservation Plan approved by the BPU in December 2022. However, it would be ideal to maintain an updated version on file with OSE.
