Consideration and Possible Approval of Financial Support to the City if Espanola Regional Capital Projects in an Amount Not To Exceed $2.3 Million

Recommended Action

I move that the funds from the Regional Strategic Projects Fund be specifically allocated for future reimbursement as requested by the City of Espanola.

County Manager's Recommendation

The County Manager recommends that Council approve the dispersal of funds as requested for the projects presented.

Body

On May 24, 2022, the Los Alamos County Council approved the Memoranda of Understanding (MOUs) with the City of Espanola (Attachment B) and Rio Arriba County for the Regional Strategic Projects Fund.  Both governing bodies of the respective partners also approved the MOUs in May 2022.

 

Rio Arriba County projects were funded in November 2022 in an amount of $2.3M with the anticipation of awarding the City of Espanola's projects when the Regional Strategic Projects Fund balance allowed.

 

Mayor John Ramon Vigil and City Manager Eric Lujan will present three new projects for possible funding, upgrades to two parks and rehabilitation of a community house that will serve as office space for the newly created Department of Social Services. These three projects will support health and wellness.

 

The funding request (Attachment A) includes  $415,000 for Vietnam Veterans Memorial Park rehabilitation, up to $1.4M for Santa Cruz Park rehabilitation, and a yet to be determined amount for the building renovation.

Fiscal and Staff Impact/Planned Item

The funds are already allocated for the Progress through Partnering initiative within the FY25 budget
