Approval of Changes to the Department of Public Utilities Rules & Regulations - Fee Schedule

Recommended Action

I move that the Board of Public Utilities approve the changes to the Department of Public Utilities Rules & Regulations - Fee Schedule as presented.

Utilities Manager's Recommendation

The Utilities Manager recommends that the Board approve the motion as presented.

Body

Staff brought the proposed changes to the BPU for review at the May 7, 2025 work session.  The Department of Public Utilities Rules & Regulations - Fee Schedule was last updated on April 17, 2024 and EV charging fees were added on December 4, 2024. The fees associated with new electrical installations and application and inspections are being raised. The primary reason for the increases is due to increased materials cost inflation since July 2024. The deposit for Fire Hydrant meters is also increasing and that is due to the purchase cost.

 

BPU requested to review the EV Charging Session Fees every six months.  The utilization of the Level 3 EV Chargers has not increased, however, the removal of the free Level 2 EV chargers at the Municipal Building has not yet occurred.  While the Level 3 EV Chargers are operating at a loss, Staff's recommendation is to keep the EV charging Session Fees unchanged and continue to collect utilization data.  Public Work plans to remove the free Level 2 chargers at Municipal Building later this summer once the new six Level 2 ChargePoint chargers are operational.
