Recommended Action
I move that Council approve the Award of Bid No. IFB25-33 for the Purpose of Los Alamos Canyon Fiber Optic Extension for Water Production SCADA with TSI Tower Services, Inc. in the Amount of $329,688.76 and a contingency in the amount of $80,000.00, for a total of $409,688.76, plus Applicable Gross Receipts Tax.
Utilities Manager's Recommendation
The Utilities Manager recommends that Council approve the award of Bid No. IFB25-33 as requested.
Board, Commission or Committee Recommendation
The Board of Public Utilities approved this request at their regular meeting on February 19, 2025 and recommends that Council approve the award of Bid No. IFB25-33 as requested.
Body
As part of the ongoing initiative to replace the water production supervisory controls and data acquisition (SCADA) system this project will connect four (4) water production wells through a fiber optic loop to the SCADA control center at Pajarito Cliff Site (PCS). The project includes installation of nearly four (4) miles of aerial fiber optic lines, including the installation, splicing, testing, and terminating the cables inside of the well houses.
Additionally, the design has been coordinated with the IM Division to increase the fiber count on a section of the fiber optic extension to serve as a portion of the middle-mile fiber optic extension to bring a utility scale fiber optic line into Los Alamos. The fiber optic count has been increased from a 12-strand fiber cable to a 144-strand fiber optic cable in this section. The price differential to increase the fiber count will be paid for by the general county.
Alternatives
If the project is not awarded staff will continue to pursue the fiber optic line since it is required to phase out the existing unsupported proprietary SCADA system.
