Board/Commission Appointment - Planning & Zoning Commission
Recommended Action
I move that Council nominate and appoint Jennifer Best to the Planning and Zoning Commission to fill the remaining term beginning April 1, 2026, and ending March 31, 2029.
Council must also take separate action to acknowledge and approve concurrent membership for Jennifer Best, whose current term on the Personnel Board expires March 31, 2028.
I further move that Council acknowledge Jennifer Best’s intent to continue serving on the Personnel Board while also serving on the Planning and Zoning Commission. Council finds that the positions are not incompatible and approves concurrent service on both boards for the remaining overlapping term of approximately 22 months.

The purpose of this agenda item is to appoint one new member, Jennifer Best, to the Planning and Zoning Commission to fill a vacant seat.
This appointment will serve a term that began on April 1, 2026 and concludes March 31, 2029. The Commission consists of nine members serving staggered three-year terms beginning April 1 and ending March 31.
The current membership is as follows:
Karen A. Easton [R] - April 1, 2022 to March 31, 2028
Rebecca L. White [R] - April 1, 2022 to March 31, 2028
Robert Chrein [R] - April 1, 2025 to March 31, 2028
Marlon C. Brown [R] - April 1, 2024 to March 31, 2027
David Hampton [D] - April 1, 2024 to March 31, 2027
Ronald O. Nelson [D] - April 1, 2024 to March 31, 2027
Katherine Bruell [D] - April 1, 2026 to March 31, 2029
Rachel Grimm [D] - April 1, 2026 to March 31, 2029
Party affiliations are noted as [D] Democrat, [R] Republican, [I] Independent, [G] Green, [L] Libertarian, [DTS] Declined to State, and [N] Not Registered to Vote.
Appointing this nominee will not violate the County Charter restriction concerning political party majorities on Boards and Commissions.
