Approval of Increase to 0.5 FTE Library Associate Position to 0.75 FTE Position

Recommended Action

I move that Council approve the increase of a 0.5 Full-Time Equivalent (FTE) Library Associate position to 0.75 FTE Library Associate position.

County Manager's Recommendation

The County Manager recommends that Council approve the action.

Body

The Library currently has a vacant 0.5 FTE Library Associate position. To maintain service levels, the Library relies on casual employees to cover staff vacancies, planned and unplanned absences, and to support regular shifts. However, over the past three years, recruitment and retention of casual staff has proven increasingly difficult. To help address this challenge and reduce reliance on casual hours, the Library is requesting an increase of 0.25 FTE to the vacant position, bringing it to 0.75 FTE. The estimated cost of this increase is $18,346 annually, based on the midpoint of the salary range and including pro-rated benefits. This change will be cost-neutral, as funding for the additional ten hours per week plus the pro-rated benefit amount will be reallocated from the existing casual staffing budget.

Alternatives

Council could decide not to approve the increased FTE and the current position will stay as a .5 FTE. 

Fiscal and Staff Impact/Planned Item

There is no fiscal impact, as the $18,346 (representing the 0.25 FTE salary difference plus prorated mid-range benefits) will be reallocated from one budget line item to another. There is very minimal staff impact to implement this change.
