Incorporated County of Los Alamos Code Ordinance No.02-383 An Ordinance Amending the Code of Ordinance of the Incorporated County of Los Alamos by Repealing Chapter 8 Boards and Commissions, an Article XIV, in its Entirety and Replacing it with Provisions to Create an Inclusivity Board
Recommended Action
I move that Council adopt Incorporated County of Los Alamos Code Ordinance No. 02-383; An Ordinance Amending the Code of Ordinance of the Incorporated County of Los Alamos by Repealing Chapter 8 Boards and Commissions, an Article XIV, in its Entirety and Replacing it with Provisions to Create an Inclusivity Board and ask staff to assure that it is published in summary form.
County Manager's Recommendation
The County Manager recommends that Council adopt this Code Ordinance.
Body
The Inclusivity Task Force presented their final report and recommendations to the County Council on March 17, 2026. Council took the following action at that meeting:

"A successive substitute motion was made by Councilor Cull, seconded by Councilor Neal-Clinton, that Council accept the Inclusivity Task Force final report. She further moved that Council direct County staff to draft an ordinance and a cost estimate for an ongoing board/commission to address inclusivity issues.
The successive substitute motion passed 6-1."

Staff has worked with the County Attorney to draft the language for an ordinance that would create the Inclusivity Board. This draft ordinance was presented to Council and discussed at the May 19, 2026 Regular Session. At that meeting, Council took the following action:

“A motion was made by Councilor Havemann, seconded by Councilor Hand, that Council direct the County Manager to move forward with development of a code ordinance to form the Inclusivity Board as shown in Attachment A with the removal of “Advisory” from the board name. The motion passed 7-0.”
