Approval of Budget Revision 2022-32 to Transfer $1,128,660.00 of American Rescue Plan Act (ARPA) funds to the Water Production fund for the Barranca Tank No. 2 Repainting Project

Recommended Action

I move that the Board of Public Utilities Approve Budget Revision 2022-32 to Transfer $1,128,660.00 of American Rescue Plan Act (ARPA) funds to the Water Production fund for the Barranca Tank No. 2 Repainting Project, and forward to Council for approval.  I further move that Budget Revision 2022-32 be included in the meeting minutes for the record.

Body

The County has received $3,762,201.00 of ARPA funds to assist the community recover from economic hardships resulting from the COVID-19 Pandemic.  On August 31, 2021 the Council approved the ARPA Allocation of Uses Plan which dedicated 25%-30% of the funds to make necessary investments in water, sewer and broadband infrastructure.    

If this budget adjustment is approved, the ARPA funds will be applied to the capital improvement project to repaint the existing Barranca Mesa Tank No. 2, an elevated water tank located adjacent to the Barranca elementary school.  The tank requires lead paint removal and repainting on both the interior and exterior surfaces.  In addition to repainting, a new cathodic protection system will be installed, some structural repairs will be made and some electric/lighting improvements will be made.  This project is budgeted in fiscal year 2022 and was planned to be funded by a Drinking Water State Revolving Fund loan.  The project has been selected as the most beneficial project to apply ARPA funds to since there is some urgency to rehabilitating the tank given its condition.  Also, the water production fund has experienced large cost overruns with bids awarded this year and the water fund loan capacity can be preserved for other planned large capital improvements.
