White Rock Metropolitan Redevelopment Area Draft Plan Update

The draft White Rock Metropolitan Redevelopment Area (MRA) Plan is now ready for review. The Plan introduces strategies for the County to use to drive catalytic projects to spur development in the White Rock downtown with the intent of realizing those goals outlined in the White Rock Town Center Master Plan. These strategies are as follows:
1) Public-Private Partnership Opportunities,
2) District-Wide Public Improvements,
3) Increased Commercial Activity, and
4) Tax Incentive & Tools.
Feedback was solicited from the White Rock MRA steering committee on July 20, 2022 and from the public at an Open House held on August 17, 2022 at the White Rock Library.
The draft MRA Plan is part of a multi-year effort that the County has undertaken to define the community’s vision for the White Rock downtown. Supporting the adopted 2016 Comprehensive Plan <https://www.losalamosnm.us/common/pages/DisplayFile.aspx?itemId=18429638> and the 2021 White Rock Town Center Master Plan <https://www.losalamosnm.us/common/pages/DisplayFile.aspx?itemId=18429619>. It identifies priority projects and programs to create a redevelopment implementation plan to revitalize the area.
Once a Plan is finalized and adopted it will allow the County to utilize public resources for those private redevelopment projects identified in the plan without violating the anti-donation clause. CDD Staff will be presenting the final draft and its resolution on October 18, 2022, for public hearing and adoption.
