Recommended Action
I move that Council approve Contract for General Services, Agreement No. AGR24-20 with Los Alamos Arts Council in the Amount Not To Exceed $969,512 over seven years if all term extensions are executed, for the purpose of Art Center Operations and Community Arts and Cultural Programming.
County Manager's Recommendation
The County Manager recommends that Council approve this Contract for General Services as requested.
Body
Los Alamos Arts Council requested the County consider re-contracting for the services they currently provide. A solicitation services was issued in July 2024 consolidating the services of two contract into one: operations of the Art Center at Fuller Lodge, including art education classes; and running Community Arts and Cultural Programming including: seasonal Arts and Craft fairs; Kite Festival; Pumpkin Glow, etc. The primary drivers of the request were inflationary and staffing challenges causing operational hardships, and administrative inefficiency stemming from managing and billing monthly services for multiple contracts.

This new contract includes an increase to the cost for services in the amount of approximately $100K annually, and an additional $50K in the first year of the contract starting January 1, 2024 for program related furniture, equipment and materials that need to be replaced. Years two through seven include roughly a three percent escalation annually.

A Request for Proposals (RFP) was issued in July 2023 and one proposal was received. Attachment A reflects the resulting negotiated agreement that would replace .
Alternatives
Council could choose not to award this contract and provide direction on whether to re-solicit for services or amend the scope of the services.
