Title

Award of Bid No. IFB26-58 for the Purpose of Los Alamos Switching Station (LASS) Cured in Place Piping with AUI, Inc. in the Amount of $849,570, plus Applicable Gross Receipts Tax for the Term of 180 Days and Approval of Budget Revision 2027-02

Recommended Action

I move that Council approve the Award of Bid No. IFB 26-58 for the purpose of cured in place piping with AUI, Inc. in the amount of $849,570 and a contingency in the amount of $169,914, for a total of $1,019,484, plus Applicable Gross Receipts Tax. 

 

I further move that Council approve Budget Revision 2027-02 in the amount of $1,019,484 and that it be included in the minutes for the record.

Utilities Manager's Recommendation

The Utilities Manager recommends that the Council approve as presented.

Board, Commission or Committee Recommendation

The Board of Public Utilities reviewed this item at their Regular Meeting on July 22, 2026 and recommends that Council approve as presented.

Body

Cured in Place Piping IFB 26-58 is to clean six conduits, each about 1,300 feet in length and then clean/seal the manhole in the bottom of the canyon. The conduits go from East Jemez Road to a manhole behind the medical center helipad. The cleaned conduits will be lined with a fiberglass reinforced resin to encapsulate the asbestos containing conduit.

Alternatives

DPU will require someone to clean the conduit of debris that has collected in there over the years and plugged the conduit. DPU would then have crews work with the existing Conduit and wear Personal Protective Equipment.  This is not recommended because the asbestos conduits will not be encapsulated.

Fiscal and Staff Impact/Planned Item

Budget revision required to carry over $1,019,484 from the previous fiscal year.
