Body
The current White Rock Municipal Complex roof was completed in 2005 and consists of a 60-millimeter Thermoplastic Polyolefin (TPO) membrane material that included a limited material only warranty. The White Rock Municipal Complex includes four buildings--Senior Center, Activity Center, Meal Center, and Town Hall. Replacement of the White Rock Complex roofs is programmed in the Major Facilities Maintenance budget for fiscal year 2024 (FY24) in the amount of $350.000.
On April 4, 2023, Council approved Agreement AGR23-928 with J3 Systems. Staff evaluated the proposal from the contractor for the replacement of the TPO roofs at the White Rock Complex and finds the quote acceptable and in accordance with AGR 23-928. The scope and costs of the proposed task order (Attachment A) includes placement of a new 60-millimeter TPO membrane, all required performance and payment bonds and building permits, and a 20-year manufacturer’s NDL or ‘No Dollar Limit’ warranty also known as ‘Total System Warranty’ considered one the best warranties in the roofing industry.
J3 Systems successfully performed the previous roof work at Fire Station 3 bay roof in September 2023 and has performed roof work for many similar facilities and provided excellent service according to provided references.
