Department of Public Utilities Quarterly Report for Fiscal Year 2026 - Quarter 4

The Board requested that a quarterly report be presented each quarter that shows the status of the utility and provides project updates. Compiled by Public Relations Manager Abbey Hayward, this report is for the fourth quarter of FY2026, covering the months of April, May, and June.
Highlights from the report:
Page 3 - A Word from the Utilities Manager: Philo Shelton provides an update on the revenue transfer process and what it means per the County Charter.
Page 12 - Safety Employee of the Quarter: Patrick Moore was recognized for prioritizing team safety and developing a workorder system to eliminate complacency in the workplace.
Page 15 - Electric Distribution has been busy with some major projects: working on tie lines, prepping for a new transformer in White Rock, contracting to address a transite pipe, and upsizing electrical access for customers. In between all of that, the electrical team has been handling some significant power outages, reflected by the SAIDI on page 15.
Page 21 - Electric Production: The average power from non-carbon resources for the year is 12%. We were able to get power from both Abiquiu and El Vado in April, jumping that month's percentage to 19%. Deputy Utility Manager Ben Olbrich provides additional updates on the Foxtail Flats Solar and Storage Project, hydroelectric dam maintenance, the ECA, and wholesale gas supply.
Page 23 - Gas, Water, Sewer successfully completed the Elk Ridge Gas System replacement project during this quarter, continued ongoing maintenance, and overhauled the fine screen headworks at the Los Alamos Wastewater Treatment Plant.
Page 31 - Engineering is in the middle of many projects and hosted three interns starting at the end of the quarter.
